Police said a dozen shots were fired at Bhalwan as he stood near his car after walking out of a friend’s shop at Jubilee Chowk in Faridkot.
The accused duo then fled on motorbikes.
He was rushed to hospital, where he died during treatment.
Bhalwan was the president of the Faridkot District Youth Congress and a member of Zila Parishad from Golewala, Punjab, police said.
