Cape Town – Two senior officials from Mnquma Municipality in the Eastern Cape are under 24-hour protection after receiving death threats.
Officials in the Eastern Cape were horrified on Friday every time a brown envelope was opened before going to work with a bullet inside, with a copy of their WhatsApp profile photos attached. On the back of the photograph, it was written “You are next”.
The duo chair the disciplinary hearings of three managers facing an investigation for fraud and corruption.
Municipality spokesperson Loyiso Mpalantshane, attorney for director of business services Siphiwo Caga and director of community services Makhaya Kibi have each opened cases of intimidation with police in Butterworth.
One of the directors under surveillance has been suspended as an internal investigation is underway into how a municipal vehicle – sold at auction for half the asking price – ended up being registered in his name.
Eastern Cape Police spokesman Brigadier Thembinkosi Kinana said: “The circumstances surrounding the incidents are part of the investigation and the police are continuing to investigate.”
Caga, who is in hiding with his wife and three children, told TBEN: “Part of my job is to ensure compliance and take action against violators who violate municipal laws by enforcing consequence management and enforcement. back of my mind I’ve always known that I will face resistance from those who think they are above the law, but I never expected it to be in the form of death threats. ”
Kibi canceled meetings and community engagement programs that would make him an easy target.
