Cruise ships and pleasure yachts will also be able to arrive at New Zealand ports.
The government says this is the final step in its reconnection plan, which will allow visitors from visa-free countries and international students to apply for visas to enter the country.
Tourism Secretary Stuart Nash said it is great news for the tourism industry and the economy in general as spring and summer arrive and people from the Northern Hemisphere are booking their winter holidays.
